you are right the book does say that. Its to break it in. Since it is a ringed engine it has to be rich at the beginning. You will find out that it will no longer run at that setting after break-in. I found that out also. I have about 3 gallons run through it and the 1.5 to 1.75 out on the high side and 1.5 to 1.75 in from flush on the low side work very well now, and from what I can gather in the forum the same has pretty much applied to most. I have called horizon and they said what you have said. They err on the conservative side and pretty much leave the "after break-in" settings up to your preferences.
