Since nobody in the know is helping I'll give it a shot. If I remember correctly the Saito 100 will consume at least 1 oz. per minute, depending on the needle settings. The 1 oz. sticks in my mind but it may be more like 1-1/2 oz. Hope this helps a little.

Saito 100 Fuel Consumption
About a year ago I purchased a new Saito 100, the plane I put it in had a 14 oz. tank, I was only getting 7-8 mins. a flight, I had to install a 20 oz. tank in order to get 10-12 mins. I had very good power and it idled great inverted but I could not lower the fuel consumption. On the 67th flight everything came unglued. I sent it to Horizon and they replaced the crank, piston, ring and bearings under warrenty. I called their service dept. and was told "it happens", I have not used the engine since, I don't know what in the H--- was wrong but I wasn't impressed.

Saito 100
I have been flying a Saito 100 in a T/F Corsair. So far all the Saitos that I have messed with have been "keepers"[knock-on-wood].The 100 just may be my favorite so far. I ran almost a gallon thru it on the break-in stand[ 15%omega/15x6APC/exactly by the manual]. I then replaced the factory plug with an OS-F plug and have been flying it two-three times a week. Four flights today. I have a twelve ounce tank and fly 9-10 minutes and land with 1/4 tank left. I fly at 1/2 to 3/4 throttle except on down lines. You must really lean out the idle mix screw as it comes set very rich.

100 Fuel comsumption
I have to agree with Fredscz, I have 2 Saito 100's that have been terrific. I get about 18 minutes fly time (mostly 3/4 throttle) on a 16oz tank with a couple of minutes reserve. I have 7 Saitos total, including 2 twins that are all pretty fuel efficient and run wonderfully. I use 30% nitro and 20% oil in all of them - seem to run and idle smoother. I have a new 1.80 that hasn't been started yet, am curious, I've heard these are a very thirsty engine! Oh, well, the price of power.

My low end needle was so rich, it was flodding the engine, just trying to start. I mean really flooding. Fuel was actually dripping out of the carb due to siphoning effects. The engine wasn't even inverted.
I didn't measure precisely, but I would say it needed at least three turns in.

you are right the book does say that. Its to break it in. Since it is a ringed engine it has to be rich at the beginning. You will find out that it will no longer run at that setting after break-in. I found that out also. I have about 3 gallons run through it and the 1.5 to 1.75 out on the high side and 1.5 to 1.75 in from flush on the low side work very well now, and from what I can gather in the forum the same has pretty much applied to most. I have called horizon and they said what you have said. They err on the conservative side and pretty much leave the "after break-in" settings up to your preferences.
