Nay, not so. Oberdieck received more votes than EACH (or ANY) of the other DVP candidates in districts having elections, not "all".
Edited to add: Districts 2 and 3 each had more votes cast, but then they also had more candidates.

If you asked, I'm sure AMA will provide you the number of the elgible voters in each such district. Dist. VII contains Iowa, Michigan, and Wisconsin, each of those states having a large RC and CL population. Minnesota is also in there, but I don't have a clue about the modeling population there.
