Yes, "counter-clockwise". YS four strokes have air bleed carb. You turn the low speed needle valve "counterclockwise" to open up the air bleed hole, allowing more air in and thus leaning out the air/fuel mixture. You turn the low speed needle valve "clockwise" to close the air bleed hole and thus richen the mixture. The direction of the low speed needle valve is opposite the high speed needle valve.
