Hummm!!! looking at the picture of the fuselage again, I wonder if I could put the color down first then use the windex method for the white. There is more color than white on the sides.

You want to avoid putting a light color over a dark color because the darker color will show through the lighter color. So put your darker stripes over the white.

Yes, you can use Ultracoat over Ultracoat. The Windex method is a way of applying Monokote over another covering using Windex. You basically spray Windex on the surface, place your Monokote on the area, slide it in position, squeegee the Windex out, and then let it dry. This is a great method for applying Monokote as it does it without any bubbles forming in the Monokote. It works only for applying Monokote because the ammonia in the Windex activates the adhesives in the Monokote to adhere it to the covering below.
