Presumably, the purpose of the e-mail is to quickly disseminate messages. So under the local library and internet café scenario the safety officer would need to make a trip every day to check e-mail.
If the safety officer does not need to check the-e-mail every day, or even once a week, then the information can just be sent out in the magazine.
For a guy who said nothing about difficulty, what you propose sure does make it more difficult than it needs to be. Nothing in the club kit says that the safety officer needs to check their e-mail at a particular interval.
It's just another means of contact. It's only as big of a deal as people choose to make of it. Then again, the denizens of this particular forum have a reputation for making the simplest of things into life-changing challenges. Drama queens, in other words. I just spent 45 minutes in a clinic waiting room with my father, and I couldn't help but notice of all the complaining, gossip, and "why do they need to know if I snore?" sort of stuff that I heard from the clutch of old ladies there. They'd fit right in here.
