What dual rate and exponential settings are you using on rudder?
Also what is your rudder ATV set at?

Are you sure its not a mechanical problem - does the rudder move freely if you disconnect it from the servo and just push it by hand? Also, I'm assuming that there is no binding on the rudder pushrod?
