If you main rotor headspeed is too slow that can cause problems because the tail rotor will not spin fast enough (like 3D said). Is your headspeed around 1600 rpm when you hover? Do you use about 5 - 6 degrees of pitch to hover? If you are using more pitch, it probably means your headspeed is a little low.
