Gary,

Yes, 30 and 60 degrees are what we recommend on our Phantom. You get good roll component lock-up for approaches with 60 degrees. On the full-size they used 30 degrees for takeoff; 60 degrees for cat shots and landings. I normally don't use any flap for takeoffs, but do what is comfortable for your F-4.
