I have a larger 4 stroke Stihl.
It doesn't run well with out the choke on either.

Ralph at rcign, said to put a restrictor plate under the carb.
For mine, one with a 3/8 hole in it.

It doesn't make it run perfect but it does make it run well.

Also some back pressure would help out also.
