Properly baffled, a completely hidden cylinder could be better cooled than one partially dangling in the breeze. Force incoming air through the cylinder fins (not around them) and have plenty of exit area, I usually recommend a downward spoiler on the leading edge of the bottom opening for exit air, to create a low pressure environment in the cowl, drawing the air out of the cowl.
