I fly evolution engines and they fly well once you have them set up. On some engines you can move the needle valve to the carburetor itself. Just take off the back plate, unscrew the cap on the carb and screw in the needle valve. I will check if you can do this with that one.
The biggest problem I have had with these engines is the tuning limiters: small, metal rods that prevent you from tuning past a certain point. Take a pliers and yank them out then tune as you would any other engine.
Start with the high end needle opened 2 turns and pinch test until you have it right.
Oh, and replace the evolution glow plug with an OS no 8. Just works much better.
You can fly these engines very reliably if you set them up right in the beginning.
