Karl, the movement of one blade when moving the stick could be that the non-moving side is a little stiffer. Hold the blade that move while moving the stick and the other blade should move. If not you have a problem, possibly blades grip too tight or jusdt the rubber damper too dry, ball link too snug. Need a picture of the head,swash, blades. Also tail rotor. Which direction does the main rotor turn when you run it up? Same with the tail, what direction ?
