The carburetor barrel wears out after some time of use, allowing air to sneak from the control arm to the ventury, enough to keep the iddle in the engine with the throat completely closed.

You could verify that by covering the barrel with grease temporarly and trying to kill the engine as normal.

Replacing the barrel may be the only solution, if you verify that it is actually weared out.
