Sounds like classic tailheavy symptoms to me...
Tail heavy? Sounds completely opposite of tailheavy. Also, the behavior is specifically noticed power on to power off. A tailheavy airplane generally requires down elevator trim, something that would not cause the behavior listed.

MOST biplanes I've built have required a small amount of upthrust, from the old .40 sized Baby-Bi (RCM Plan) to my 46% Ultimate Bipe.
