I have never had the bolts shear. Just make sure that the clutch and engine are aligned. Both the engine and the clutch shaft have adjustable mounting holes. Adjust till the crankshaft, clutch shaft, and starter shaft are in alignment. Spin the head and make sure there is no drag.
