Actually it didn't. You cannot calculate with false advertised data and get any true answer. Tower shows OS specs:

Power Output: 1.75 ps/16,000 RPM

How long do you think the nickel liner will last at 16,000 rpm on that engine? Did you use a tach to produce that 1.75hp @ 16k?
What size prop do you think Tower used to achieve 16k RPM? Probably had a pitch of 1, or less. How much flying do you do in a Decathlon at 16k rpm?

The Decathlon flies fine with a .46, it's basically a trainer in disguise at low rates. I thought the goal would be to fly it scale?as Watch out for those weak tail wheel assemblies on all Phoenix models.
Well most likely these days, all the specs are probably based on computer modeling, doubt the engines were even started for testing. Overall RPM will of course depend on prop size and various other variables. How often do you run any engine at max RPM? Don't know of any that I ever have. Specs are optimal, and certainly do not always reflect reality, but do give enough information for one to make a somewhat justifiable decision. Which coupled with the wisdom of those here is what I did deciding on the OS 55AX. After watching a ton of videos of the real plane, I thought flew as scale as it could. Of course that is subjective, just as anything else, i.e. prop size, engine size, what wheels to use etc.... Bottom line is that I am happy with the engine, the planes performance and the build overall. Will keep an eye out for the tail section.
