RE: Start Issue.

First, the Blinking Red and Green LEDs, indicate an Error in the system. It could be a faulty T/C, RPM Sensor, sticking pump or some other issue.
I will assume that you have not ignited on Propane when this problem you have identified takes place and that you have the 2002 D2 SJ ECU ?
The fuel pump should not be attempting to run until the trubine has reached the min. 100 Degr F exhuast temp. This is what is leading me to consider the T/C as it may be putting in a false "High" temp. to the ECU and causing the ECU to think it is in a "overtemp" condition while you have not even achieved ignition.
Are you using a Fuel Solenoid ? IF so, bypass it and attempt to run th engine. If all is ok, the solenoid is faulty. The solenoids are 12vdc (if you have the 2002 D2 ECU) and they can be checked for operation with good 6 vdc battery.
Unplug your pump from the ECU and using a single Flashlight battery ("D" cell 1.5vdc) run you pump with this. If it truns smoothly, this will confirm that you pump is likely ok.
Check / clean your fuel filter.
If all of these items check Ok, it is very likely the issue is a fualty T/C or RPM board. However, 99% of the time the T/C is at fault.
