Is it just the cowl? And I would have to assume that it is a wooden cowl. And does the cowl come off?

If so, remove the cowl and give it a good dousing with denatured alcohol. I would give it at least 3 applications.

You could also dump in some cornstarch between applications to soak out the oil as the alcohol dries
