I'm not sure it is a fan per se, my thoughts would be it's more of an exhaust gas dispersion deal that does not rotate. Stranger things have been done, but I can think of a couple dozen reasons to not make what is in essence a turbine subjected to extremely hot exhaust gases and an environment that could at best be described as not friendly, at worst positively hostile. One twig or clod of mud and it stops.
