I have had some good luck just painting epoxy on stock elevons, so if you add some CF tow or something like you mentioned with epoxy, I am sure that you would see a difference.
Would it be all of the difference that you need ?
You really have nothing to loose at this point, so go for it !!!!!

Lay the CF tubing about 1/2 inch away from the trailing edge.
Are you using hot glue ?
