I was able to cover the tubes using solartex without balsa but it took a bit of effort. The covering really doesn't stick to the tubes very well so I carefully did one side using quite a bit of heat then installed the second side which locks the covering on. Only after the second side was done could I shrink the covering.

Using balsa sounds like a good technique.
