I know wagging is caused by too much gain, my problem is that if I lower it to where it stops wagging then the tail does not hold very well. If I quickly increase the throttle I can get the tail to swing like 45 degrees.

I have the servo set up so when it is perpendicular to the tail boom the slider is in the center.
