I went to the Micro Fasteners web site & found the same bolts for $3.80 for 20 bolts, thats .19Cents a peice. Can this be the same as above?

Yup.... Thirty Five dollars & Twenty Four cents + tax.
$35.24 is pretty steep for packaging & handling. It's just like Mercedes or Porsche parts. You've got to pay for that "BVM " logo.
