Can anyone tell me if the factory regulator setting should be flush with the top of the housing-hope I said that right. This is the 110S.

My 110S is slightly below flush. The older 110 is just about flush. I have noticed that small adjustments(1/8 turn or less)make a difference, but a few seconds for the change to take effect. Patience is key when tuning the YS.
