Time for hidden security cameras. Videotape evidence for the local law enforcement types. Well that, and caltrops all over the runway for their next excursion. ATV tires are pretty darned expensive.
(For those who missed it, that last bit (caltrops) was tongue-in-cheek and not meant as a serious suggestion.)

You could get the war bird guys you know to come over to fly when you spot the freeloaders and let them run down the offenders dog fight style. Of course you would have to be sure that no one could possibly be injured.
