TT .40, idling rough, spitting unburnt fuel through the exhaust.
I let it idle for a minute or two, but when I tried to accelerate it didn't want to do that.
Then I noticed the puddle and shut it down.
I'm thinking it's rich. But I'm asking before I start fiddling with things that could make it worserest.
(Worserest means I might make it not run at all.)

Yes; it is running rich. WAY TOO RICH! 
Turn the High speed needle in a turn and see how it works, as you turn it in you will be reducing the amount of fuel and the engine will start to run smoother and faster.
If this is a new engine peak out the speed (RPM) using a Tach and then richen it up (turn the needle out) a half a turn during break in . It should idle around 11-12,000 RPM.
Break in should be about 1 gallon of fuel (depending on the engine) then you can lean out the engine for more speed.

as said above, lean it (clockwise) until the throttle picks-up better (accelerates) then it should be fine, if its a new engine and has only just been broken in leave it a tad rich to help it get worn in a bit more

I goofed, you're right, it will peak at 12,000 rpm not idle at 12,000...

Idle should be around 2,000 - 3,500...
