when you get a new engine its recomended to take the plate off and clean inside the engine before running. shouldnt this be done periodically and if so how often?

This is just a precaution with a new engine in case some metal swarf from the machining has been left inside. Just in case there's some swarf it's best not to flush it back into the rear bearing before it has a chance to run out.
