I have been purchasing batteries from www.cheapbatterypacks.com -- Thunder Power
They recently began handling Apex batteries which are very similar to Thunder Power, except at a much reduced price.
I purchased both a 3 cell 11.1v 1320mah and a 3 cell 11.1v 2100 mah. Both have been functioning equivalent to the Thunder Powers I have. They come with the Thunder Power balancing connector so I can keep them properly balanced every charge.

Looks like a good pack for the price. But, it does not look like they come with the tap to make sure they are balanced.

Check out RChotdeals. I've been using the HiModel 2200mah, 3cell, 20c packs with good results. I am using them well under the maximum rating, but at $55.00 seems to be a bargin. I've also had good luck with Dymond model sports 1500mah & 1800mah 3 cell 12c packs. They were $35.00 & $40.00 respectivly. Receintly purchased a 2100mah, 3cell, 15c pack from dymond at $45.00. So far so good. As mentioned, I try to use my packs at ~ 75% or less of their max rated capacity. All of the newer packs I've received have had the balancing taps installed. Some of the older packs from Dymond didn't have them. They are about a year and a half old. Good luck.

Radical RC are good people to work with. Dave Thacker, the owner, will directly answer your questions and call you/email you if there is any question with your order, for instance, I ordered a battery pack and forgot to specify the connector. He contacted me about it and verified/corrected the order before shipping it out!! Now that's service.

I've had really good luck with the 3S Apex 2100/15C batteries, one of two "standard" batteries I use (the other being the Thunderpower Prolite 1320/3S)

What about the Hextronik 1700mAh 11.1v 20-30C Lipo Pack? Know it's under the capacity you're looking for but it's a good deal from the looks of it.

CommonSenseRC.com has good prices and they are adding new things. One thing I bought was a Lipo Sack that contains a battery explosion while on charge. They have a good video of Lipos exploding in the sack.
