Default setting gcontrol surface movement

hey guys,can someone give me a quick lesson on setting control surface movements.I`m setting up a mini pulse and it calls for 9mm in low rate.is that 9mm in one direction off of center? or is that 9mm from lets say full up elevator to full down? any help would be great...thanks..jason

Usually it means one direction from neutral.
9 mm both ways.
