Default Carb only has low needle?

I have a carb with 0nly a low needle. The location for the high needle is there, but looking into the hole, all I see is a brass looking cap or cover down in the hole. Is there a short needle down there? are the threads there? How do you remove the brass looking thing? What's the fix?

The wonderful wizards in Washington have decreed that you WILL NOT adjust your carb and make (gasp) harmful emissions...Get a carb with a high speed needle, that one can't be made to work...

Hi,
I had a carb that had the high speed needle hidden under RTV in a hole. I removed the RTV and there was my needle. Maybe there is a needle under your cap. Try to pop it out with a knife or drill it out carefully. What do you have to lose?
