I've sent PM's to a few members regarding items for sale in the classifieds. They show in my Outbox but the recipient does not receive them. Further, I've noticed all of the historical items in my Outbox do not actually contain my reply texts (though these recent ones do). I'm not so concerned with the latter, but appreciate any assistance on why new PM's are not received.

I thought people weren't getting my responses also. And my replies also didn't show up in my outbox. Turns out many people are just rude and don't respond. Never did find out why the replies don't go into the outbox.
