Normally, if using the same fuel, needle tuning is required during the running in and finally when run in is done. Then you only tune for winter and summer season. Leaner in summer, richer in winter. Only the H-needle though.
That most don't tune the needles does not make it right BTW.

+1 for Pe +1 for air /fuel =lean/rich fuel=fuel/oil Tune to run do not tune to use fuel as lubricant. if leaned correctly and burns up then oil was too low!
