How much is your low and high needles open. Try with 2 turns each and then adjust to get best idle, high and then transition.
If high and low is OK but transition is poor then open the low needle a bit and try for best transition. That will make your idle a bit sluggish being rich, open the throttle a bit to keep it steady bewteen 2000-2500 RPM.

Have you checked the fuel screen that is inside the carbeurator? It may be partially plugged, causing insufficient fuel flow for higher engine speeds. Check and clean. It is easy to do.
