3W ignitions have a pickup coil for a sensor. When the magnet moves past at a fairly good speed, then a critical voltage is generated in the pickup coil - and then it will spark. If you don't flip it fast enough - no spark. That's a safety feature so slow lazy flips will not cause accidents.
