Inverted Engine and Cline regulator

Has anyone ran into the problem of a Cline regulator not allowing the engine to get to max RPM? The engine(Satio 100) will reach about 10K max ,APC 16x4 so it's happy at about 9700. With the regulator about 8400 is it I've been using the regulators for inverted engines without problems, this is the time that I haven't been able to just plumb it and fly. I've tried 2 regulators, same thing! I changed the tubing (T's also) all the way back to inside the tank, then tried a new tank. The system holds pressue just fine. The needle is out about 4 turns, leaning it out only gets me about 300 hundred RPM more . Any thoughts?

The elsewhere is the problem! Yesterday I mounted the engine on a test stand ( standard up-rightl mount). Exactly the same result which is pointing to the Cline but ??? In any case I'm calling Jim in a bit to see he can help. Thx

The other thing you can do is disconnect the Cline and see how it runs without it. If it runs well it's the Cline. Jim is very helpful, I've called him about 4 times and it was time well spent.

i had a similar prob with my 100 and found it to be a small piece of trash in thespray bar where the needle seats.
