Understood, need a baseline please. I'm familiar with the two stroke engines (trucks) etc. This is my 1st fuel powered plane+4-stroke.
I need help getting it to idle correctly. Should it be leaving a trail of fuel on pavement etc. when idling?

The Club Saito thread is pretty big, but you will find good tuning tips there.
Is the engine new? Have you broken it in yet?
There is no set position for the needle valve settings. Leaving fuel on the pavement is sign of being too rich, but it should be rich if the engine is new and breaking in.

On The medium size Saito engines, the HS actually runs close to 1 1/2 turns but the manual says for the first run but the needle at 3 turns
If you have a metal throttle arm the low speed runs in the general area of being flush with the outside of the throttle arm.
If you have a plastic throttle arm, the factory setting for the LS is flush with the outside of the throttle arm. But after being broken in the needle is usually set around 1 mm below being flush.
