You don't write whether it is a .61 two stroke or a .61 four stroke, but my ASP instruction sheet from Just Engines says 2 - 2 1/2 turns out for both engines (main needle valve). The low end is adjusted by attaching a piece of fuel tubing to the carburettor and blowing into it. Adjust the low end screw in or out until you can hear air escaping into the carb.

This should get you close to a starting point.

Blow through the fuel line with the carb barrel just cracked open and adjust the low end out(from fully closed) until you just hear air passing through. This should be a lean setting, but close enough to start it. 2 to 2.5 out on the HSNV should be rich but should let it start.
