We checked with the designer of the kit. His comment:

"On the plans, the bottom view shows it even and the side view shows it past the support. The plane that we built for the instructions has it is even with the support. Either way should work."

We looked at the plans, too. There is that slight variance in how the views were drawn. It makes absolutely no difference in the construction of the model if the nose gear plate is flush or slightly forward. Pick one. There will be no net effect to the model regardless of which way the plate's installed.

Well I guess my problem was when I was cutting the rails I cut them even with the supports. This made the rails 1/4 inch too short. Is this just a product of which way the supports are turned?

Don't worry about it. If the plywood is a tad short because it was trimmed to match the side supports, it won't hurt a thing.
