From a birdy i know a few people applied, and i think it falls onto an admin to say yay or nay.
Though i saw rc admin hasn't logged in for a couple of months now, EDIT i just looked and Nathan has been active so there is at least one admin that i know of other then Mark who is active.

Ken told me via PM that RCadmin is no longer part of RCU and is just a regular user like the rest of us now. So like Ken told me, if you need to contact any higher authorities, do not contact RCadmin but Ken himself.
