I've used a program from Kodak that is a free download. It's so simple to use even I can do it!

Windows XP power toys has an image resizer. Gives you a resize image option in the right click menu for pics files. Even does batch resizing and don't have to wait for an image editing program to start when you only need to resize. Just download and install the ImageResizer.exe.
