In my opinion it looks like a Pig body, a dogs head with a bird beak, but with dog teeth.
But whoever posted the article at the FOX News website site said this:

Hard to tell how big it is, but it looks to be a dog or a coon. Water and sand will strip a body of hair like that, and the "beak" looks like a skull and jaw to me.

You see stuff like that outside of the city, where there are more dead animals than just squirrels

Bloated and hairless because it was in water, thats totally normal.
Eagle like beak which I think is skull and jaw, just look at the teeth.
Prominent brow ridge because its messing its snout.
Curiously elongated front paw - I would say thats a defect in the animal, not a trait of its species.
That just leaves dog.

It certainly is an interesting topic - one of the hottest on the net right now.
From what I have read, there are multiple witnesses and many pictures of the thing. I am inclined to dismiss the theory of it being some known animal that is disfigured from decay - notice how the top 'beak' seems perfectly formed to fit the lower jaw. If this were a disfigurement I don't think the top would form so well with the lower jaw. The viral campain seems to be the most logical, but that would mean an awful lot of people is in on what was going on. And there hasn't been anyone come forward with that information. If you are going to keep something a secret you want as few people as possible to have the real scoop. So I would say the jury is still out on the viral campain. The Plum Island take is right out of Dr Moreau - that a company which researches animal diseases would be investigating genetic anomolies with live creatures is far fetched.
Ockham's Razor dictates that the simplest explanation is usually the correct one. In this case, some really good photoshoping and a bunch of people jumping on the "I saw that thing" bandwagon would go a long ways to explain it. I wonder how long it will be before someone comes forward and says it originated at Skinwalker Ranch?

my vote is something somebody made up and dumped in the ocean, hoping it would
wash up on some beach and people would see it.

Looking at the second pic I would say its a pitbull that was fought, had the front of its face ripped off, died, and was dumped in the ocean. You can clearly see it used to be furry and just look at those ears.
