Aeroworks .60-.90 Proxy 260 CG problem

Ineed help with the cg on this bird. On the nose is a 91 os four stroke and all gear installed and ready to fly, she balances tail heavy. I had to install 4 1/2 oz on the nose to get the reguired 5 1/8" to balnce the plane. I fueld the supplied tank (15 oz?) and the plane was extremely nose heavy and slow to lift.SoI removed thelead from the nose and checked the cg with fuel and againis was extremely nose heavy. Isthere a correction on the cg required distance from the leading edge??

The directions will put the CG conservatively nose heavy. I'd start at 40% (from the leading edge) of the chord at the root (include the ailerons in measurement).
It will be correct when you can go inverted and maintain level with no elevator correction.
