You really don't say just how it doesn't hover. I am assuming you have enough engine. Using a 2 or 4-stroke? Are you using the right prop for your engine to hover? a 2-stroke should have a large diameter-low pitch prop.
Likely, you will have to tweak your CG. Get it about as tail heavy as you can fly it.
You also need good throw on your rudder.
I know the Magic will hover well. Good luck.

Hard to guess but here goes...
Rightflyer is right- Push back the CG as far as possible...And get a ton of rudder travel (I used the widest control horn that fits in the fuse.
Make sure your engine thrust is dead-on (if it is falling off to the side..)
High diameter low pitch eg. 12.25x3.75, 12x4, etc.

Some planes are easier to hover than others, but one thing for sure it takes "practice, practice, practice." It takesmany quick, small corrections to stay in a steady hover.

I have a hard time hovering my Magic unless I "pump" the throttle. I can not figure out a sweet spot for it, so pumping it makes it much easier.
That and practice, of course.
