I am building a Dyna flight super decathalon giant scale. I want to install some functional navigation lights and a strobe on it.
Can anyone recommend a good manufacturer of rc lights? I know there are some out there but I can't seem to find much info about them.

Try the automotive section at Wal Mart or el cheapo auto parts store for "Tire Flys" They are a self contained strobe that come in different colors so you will have to look around to get red, green, and clear, but for about $3.00/pkg of 4 w/spare batteries you can't go wrong. I have them on a Sr. Telemaster and the size is about right. They are vibration activated so whenever the engine is cranked they come on, or you can just tap them to show off under the shed! (Who? Not me!)

PLEASE! do not put flashing nav lights (L&R wingtip, white light on the tail) on your cub! In 99.99% of all cases only ex military aircraft have a flashing nav lights. Only the rotating beacon or strobe flash on a civilian airplane

I've been using the Curtek product for almost 2 years, and I would say it's worth every penny. Mine has been flown at night in a variety of parkflyers, and I assure you they're bright enough for static use on a giant scale plane, though you may have to get creative with making housings the proper size to fit them in.
