The 2 basic ways are:
1. Change the prop. APC props are quieter than MAS props. The pitch AND shape of the prop have a big influence on noise. Also a stiffer prop will be quieter than a more flexable one. (Compare the difference in flexability between an MAS and APC prop )
2. The muffler. The stock muffler is USUALLY the most quiet, however, if you have access to other mufflers try them. Occasionally you will find a different (or aftermarket ) muffler is quieter than the stock one. (JTec upright/inverted muffler is quieter than a stock muffler on an OS 1.60 FX by about 3 db )

I believe you have some very stringent noise regs in the UK. Campy has provided great advice but local solutions to comply may be on hand through your club?
I would only add that if you have to use a restrictive muffler to meet the required db level it is probably better to go to a larger capacity motor rather than trying to endlessly tweak a smaller capacity motor.

The obvious easy answer is to use a bigger prop to keep the revs down. For example I always use an 11 x 7 Graupner on my Enya40SS or OS40 FP while most people reckon to use a 10 x 6 on a 40.
In UK we are always near someones house so we are more noise conscious.
