Default B3 or B7?

Ok so i am trying to choose a new engine and have narowed it down to the collari b3 or b7. Should i be getting eather one for a certain reason? i have heard that the b7 has a "turbo cut" what dose this mean? dose it mean i need to get turbo plugs if i purchase this engine?
