What is the best engine for the highest top speeds (40,000+ RPM) and enough power to get up hills and deal with a high gear setting? I can spend $150 but could wait for more!

You wil never find a new engine with that power at that price the best you can get for an engine with that power is $300. You might want to try uyuing the new Rb motor the c6 it costts $360 but it is a very good engine the best ive had at least.
