ok i getting a new miss vegas deuse what i want to know is dose i come with a turn fin on it stock or do i need to buy the grimracer 15/18 turn fin

you should not have to drill anything, remove the fin and bracket, and replace with new one.
get a better prop, an Octura Y535 or a Grim 36x55. The grim comes sharpened and pretty much balanced, if you get an Octura, try to get it sharpened and balance.
Don't run a prop that isn't.
get some cable grease for your flex cable, speed grease from grim is fine.
take care of the tiger drive starter system, hope it will last more than a couple of runs for you.
you can always use a starter with a belt later on, thats what most do.

cool so the grim 36x55 prop that i get from towers is ready to go see someone toled me you had to sharpen and balance them t and i dont have the stuff or the know how to do that
whats up with the starter
i read in the review about sanding the bottom of the boat what is up with that

The grim props are supposed to be polished, pre-balanced and pre-sharpened out of the box.
most people were satisfied with the prop but there are a few that their props was not near balance and had to fix them.
eventually, it is a skill you will have to learn.
props do wear and sometimes you may it something that will require you resharpen your prop and check its balance, it is part of the hobby.
to some people the tiger drive system don't last more than a few starts, others have no problems.
sanding is for better speed, making all of the edges sharp for better handling etc.etc.
you can do some basic sanding or a full blue printing, I suggest that you just start by running your new boat the way it is and than read up on how to sand/blue print your boat for later down the road.
