looking to start racing and can't find any rules is there a website or a racer in tn that can post the rules also would a t max with a 40 four stroke be race-able and are brushless motors race legal and do you have to run stock class till your approved to run mod's

For racing here in the US, check out ROAR and the RC Pro Series rules. If you are interested in international competition, IFMAR rules would apply.
While these rules will apply at events scanctioned by these bodies, most track will also have local rules in force that may or may not agree with those of the governing bodies. For example, .12 is the upper limit for 1/10th scale 2wd gas truck by ROAR rules, but because so many RTR trucks in this class come with a .15 they are allowed at most tracks. Most tracks will stick pretty close to the ROAR standard, but it never hurts to ask the track owner or race director about local rules that may apply to the class you are running in.

Prophanger, I came from an ariplane background and it took me a while to believe that the "little" .15 t-maxx engine could have any kind of power let alone as much if not more than my larger airplane 4-strokes, but they do. They have much more rpm and as such the trucks are geared for it. a four stroke would move the truck but you won't go very fast unless you make major gear changes. You won't be competetive in any race. As far as brushless... they are not legal in most any race unless specified. were I run I have not seen any brushless class yet, but that may change....
Lastly, you definately belonged to AMA. unless it is different at your track, you can run in any class you want. You don not have to be certified(approved) to run a certain class,but please practice on an empty track or during practice time to get better before banging with the other guys. (nothing worse than taking out an expensive truck because you can't drive)

yea I'll go with a 21 two stroke save the four strokes for rock climbing i can drive OK plan on buying a few cases of fuel to practice till mid summer till the race starts i found a track local that has 3 classes stock mod and outlaw is there any web sites that help learn you how to tune the engine and setup the car

Prophanger, Good engine choice... There are plenty of sites on how to tune a car. Not too much different than a plane except you don't have to worry about cutting youself. easiest way to tune is read the manual that your engine came with. The manufacturer usually is pretty good. Then tune for the conditions.. A temp guage is needed here. keep temps in the low 220-230 range and you'll be safe.
Look in Rcu under engines, I'm pretty sure you will find someone with knowledge on just about any engine you get....
